I possess over a decade of experience in legal research, strategic development, and policy and regulatory framework development. I currently serve as the Legislative Focal Person under the GH2 Legislative Framework Initiative.

Mutindi is a dedicated legal researcher with a passion for delving into complex legal issues and finding innovative solutions. She has been employed with the Directorate Law Reform, Ministry of Justice for over 11 years where she has honed her research skills to provide comprehensive and insightful analysis on various legal matters.
Education:
Completed her B-Juris and LLB degrees at the University of Namibia and obtained a Masters level certificate in Ocean Governance from the National University of Galway (NUIG) via the United Nations Nippon Japan Fellowship Program. She also has certificates in the Law of the Sea, Project Management, Legislative Drafting and the Fundamentals of the Oil and Gas Industry. Currently enrolled for an LLM in Oil and Gas Law at the University of Aberdeen, Scotland.
Legal Research Experience:
Mutindi possesses over a decade of experience in legal research, strategic development, and policy drafting. This expertise has been instrumental in her contributions to significant national projects, including the development of the National Equitable Economic Empowerment Framework (NEEEF), the Blue Economy Policy, the National Ballast Water Management Bill, and the Consumer Protection Bill. Currently, she serves as the Legislative Focal Person on the Green Hydrogen Legislative Framework Initiative and the National Upstream Petroleum Local Content Policy.
Mutindi utilizes her position as a legal reformer to improve Namibia’s legal framework and advocate for socio-economic reforms that address fundamental societal needs through public consultations and engagement.
